I can safely say that no man coming out from

England would learn the necessary details of this office with which my Chief Clerk is familiar in less than twelve months & that a Cadet would do it in less.

As I have insisted during the last two years

the fact of the matter is that almost the whole reason for

faults in this office during the last three years lies in the scanty accommodation which I am glad is to be improved and in the meagre pay given to the subordinate officers, some of them only getting 10 shillings a week.

The late stealing scandal is I am convinced due wholly to the recognition of the Postal Hongs last year and I am sorry it was not foreseen at the time. It was quite within Chinese nature to start systematic thieving when the idea entered their heads and had it not been for them no much such.

thieving would have occurred.
